041 & Direktna demokracija

Nogometni klub "Zagreb 041" je organiziran direktnodemokratski što ga stavlja u društvo nekolicine udruga koje manje ili više uspješno funkcioniraju na taj način. Za sada nismo čuli da takva sportska udruga kod nas do sada postoji, pa s pravom možemo ustvrditi da smo prvi klub službeno registriran na taj način, ali i da uspješno provodi takvu praksu.

Razlika između predstavničke (posredne) i direktne (neposredne) demokracije je možda za neke vrlo mala, no u praktičnom, filozofskom i političkom smislu postoji ogromna diferencija. Predstavnička demokracija se često  trenutno daje za "jednom" demokracijom i to je ona u kojoj svi živimo, jer je gotovo cijeli svijet organiziran na njenim principima. Radi se o načinu na koji je svaka "demokratska" zemlja ustrojena, između ostalog i na toj najvišoj državnoj razini. Takva praksa se isto preslikava i na organizacije od najmanjih tipova kao što su udruge građana, do političkih stranaka, radnih kolektiva i ostatka državnog aparata.

U posredničkoj demokraciji subjekt demokracije (narod neke zemlje, članovi organizacije, kolektiva, stranke) bira svoje predstavnike, u većini slučajeva bira predstavnike koji će ih predstavljati na nekoliko godina (u većini slučajeva četiri). Do problema ove demokracije dolazi jer predstavnici vrlo brzo više nisu pravi predstavnici subjekta, nego počinju predstavljati svoje vlastite interese (svoje osobne ili interese predstavničke elite), te jednom kada budu izabrani više nemaju potrebe svoje postupke opravdavati subjektu koji ga je tamo postavio, niti taj isti subjekt i njihov glas predstavljati. Pa tako primjerice kod izbora za parlament možemo slobodno reći da su vodeće stranke sve dalje od svog subjekta tj. ne predstavljaju glas naroda, nego glas svoje stranke (njegovog članstva, vodstva) ili pak elite financijera koja tu istu stranku guraju zbog svojih nekih drugih interesa. Ista situacija je i kod organizacija tipa udruga, koje imaju izbore svakih četiri godine. Izglasaju se neka tijela koja su u većini slučajeva nepotrebna ili pak sama sebi svrha, i tu priča staje. Predsjednik neke udruge, ili tajnik više nema potrebe niti je dužan slušati volju subjekta te ostatku članstva pravdati svoje postupke. S druge strane sam subjekt kada izvrši svoju "dužnost" te izabere svog predstavnika se pasivizira, te sljedećih četiri godine ne revidira rad svojeg predstavnika, a on vrlo često radi štetno po sam subjekt. Drugim riječima predstavnička demokracija potiče apatiju i nezainteresiranost subjekta demokracije.

Direktna demokracija pak s druge strane postavlja subjekt demokracije na čelo svih odluka. On daje mogućnost svim članovima da jednako participiraju u odlukama koje se donose. Naravno to ne znači da imamo donošenje odluka na stadionu od i sa 50 000 ljudi, već podjelu u manje i različite kolektive koji se bave nekim dijelom društva te o njemu i odlučuju. Direktnodemokratski sustav bi bio onaj koji traži kako veću demokratičnost tako i veću angažiranost svojih članova. Informiranost svih pojedinaca unutar subjekta demokracije (nekog kolektiva) je također jako bitan segment. Tu se sada uvelike smanjuju mogućnosti za raznorazne malverzacije, ali to također znači da je nekome tko se prihvati neke odgovorne obaveze na neko vrijeme (mandata) puno lakše biti zamijenjen po svome vlastitom zahtjevu. Sada je član taj koji odlučuje da li će biti pasivan, a neće ga predstavnik zamijeniti i izbaciti iz cijele demokratske procedure. Dakle, kada pričamo o sustavu „jedan član-jedan glas“ onda to ne znači samo jednako pravo glasa na izborima unutar kluba, nego i u praktičnim odlučivanjima poput financija itd.

Dakle, mi smo klub bez predsjednika, dopredsjednika, tajnika, nadzornih i upravnih odbora, uprava, itd. Naša tijela kluba su jako jednostavna. Savjet i Skupština;

Iako dir-dem teži prema ukidanju svih tijela osim najvišeg, Skupštine, zbog teta u poglavarstvu morali smo osmisliti Savjet kluba. Savjet kluba je tijelo kluba koje koordinira rad kluba između Skupština. To je zapravo sastanak kluba i koordinacijsko tijelo za članove te ostale sekcije ili ogranke kluba. Savjet čine stalni sudionici i zainteresirani sudionici. Stalni sudionici su ujedno i potpisnici pravnih i financijskih spisa birani na mandat od godine dana (taj dio je bitan tetama), a zainteresirani svi koji se na sastanku Savjeta iz cjelokupnog članstva pojave. Svi koji su prisutni na sastanku Savjeta imaju jednaka prava glasa (ako su naravno članovi kluba). To je zapravo donekle ujednačilo Savjet i Skupštinu. Međutim Savjet kluba, nema ovlasti donijeti većinu odluka već ih priprema za sjednicu Skupštine. Neke odluke kako bi bili što efikasniji donosimo i internetskim referendumima što je jako dobra, ali i moderna praksa.

Skupština je najviše tijelo i to je u stvari još jednom cijeli kolektiv. Svaku bitniju odluku mora donijeti Skupština. Skupština potvrđuje i program rada kluba, posebno bitno potvrđuje financije te izglasava ljude kao stalne sudionike Savjeta, a smještaju i članstvo u radne grupe.

Radne grupe su nosioci cijelog posla. Naravno kao što znate, nogometni klub nisu samo 11 dečkiju ili cura na livadi već malo ozbiljniji posao. Radne grupe nisu tijela kluba, ali su jednako odgovorne Skupštini te su dužni o svim svojim postupcima obavještavati članstvo. Radne grupe se određuju po potrebama kluba pa tako imamo nekoliko radnih grupa poput; momčadi, logistike, administracije, financija, marketinga, tribine itd. Članovi sami predlažu i javljaju se u grupe, opet - po potrebama kluba. Ako nema zainteresiranih za članstvo u radnoj grupi onda je očito da nam ta radna grupa ne treba. Ako pak ima predlagača radne grupe, onda je s druge strane očito da imamo i prvog člana te radne grupe.

Zastupnici su kao što smo napisali Stalni sudionici Savjeta, te unutar kluba nemaju nikakvih drugačijih ovlasti ili veće pozicije. Birani su na godinu dana između svih članova, što znači da je unutar kluba svaka godina izborna. Stalni sudionici su prvi puta na Osnivačkoj skupštini u prosincu 2014., i statutarno je izabrano pet ljudi.

041: A Direct democratic club fighting fascism and Racism

The difference between representational and direct democracy might be small for some, but in practical, philosophical and political sense there is a vast difference. Representational democracy is often presented as the “only” democracy, and it is the one we live in because nearly an entire world is organized on its principles. It is a way every “democratic” country is organized at the highest state level. That practice is replicated to other organizations, from the smallest (such as citizen’s associations) to the political organizations, organizations on workplace and the other state institutions. 

In the representational democracy the subjects of democracy (citizens of a country, members of an organization, political party) choose their representatives that will represent them for a few years (most often four). The problem with this type of democracy arises because the representatives quickly lose their role as a true representatives of the subjects and start to represent their own interests (either personal or the interest of the representational elite), and, once elected, they don’t have the need to explain their actions to the subjects that elected them, nor to represent them. For example, in parliament elections we can freely claim that the leading parties drift further away from their subjects, i.e. they don’t represent the voice of the people but the voice of their party (its members or leadership), or the voice of the financier’s elite that promote that party for their own interests. The same thing happens with citizen’s associations that have election every four years. Some bodies that are mostly not needed are elected and the story ends there. The president or the secretary of the association does not have the need or is required to listen to its subjects and explain their actions to members. On the other hand, the subject itself, when it elects its representative, becomes passive and does not revise the work of its representative in the next four years, and the representative often work in contrast to its’ subject interests. In other words, representational democracy supports the apathy and disinterest from the subject of democracy.

Direct democracy, on the other hand, puts the subject of democracy at the head of every decision. It gives the possibility to every member to participate in the decision making equally. Of course, it doesn’t mean that we decide with 50 000 people at the stadium, but it rather means the division into smaller groups that work on the specific field and decide about it. Direct democratic system would be one that requires more democracy and more active engagement of its members. The spread of information of all individuals within the subject of democracy is a very important issue as well. It greatly reduces the possibility of different harmful actions, but it also means that somebody who takes up a responsibility for a period of time (of mandate) can be replaced much easier if he so chooses. Now the member is the one that has the possibility to choose passivity, rather that being replaced and kicked out of the entire democratic procedure by the representative. So, when we talk about “one member - one vote”, it doesn’t mean that everybody has a right to vote in the election within club, but the vote in everyday matters as well, such as finances, etc.

So, we are the club that has no president, vice president, secretary, executive and oversee committees, management, etc. Our club’s bodies are quite simple - Council and Assembly.

Although direct democracy leans toward the elimination of every body except the highest - the Assembly, because of the city’s and state’s administration we had to come up with the Council of the club. The council is a part of the club that coordinates the working of the club between assemblies. It is in fact a meeting of the club and the coordinating body for the members and other sections or branches of the club. The Council is composed of permanent members and interested members. The permanent members are at the same time the signers of the legal and financial papers and are chosen for a one year period (that part is also important to the bureaucrats), and the interested members are all members that show up at the Council’s meeting. Every member of the club present at the Council’s meeting has equal voting rights. That almost equalled the Council and the Assembly. The Council though, doesn’t have the rights to make most decisions but rather prepares it for the Assembly meeting. In order to improve on our efficacy some decisions are made by on-line referendums.

The Assembly is the highest body and it is in fact the whole club. Every important decision must be made by an Assembly, it confirms the planned working of the club, confirms the finances and elects permanent Council members and distribute the members in the workgroups.

The workgroups in fact do all the work. As you know, a football club is more than merely 11 boys or girls on a meadow, but a more serious piece of business. Workgroups are not official bodies of the club, but are equally responsible to the Assembly and are required to inform the members on its every action. Workgroups are determined in order with the club’s requirements, so we have some workgroups like: team, logistics, administration and finance, marketing, the stands, etc. Members propose them and volunteer to take part if it is required for the club. If nobody is interested to be a member of a workgroup we obviously don’t need it. If somebody proposes the existence of a workgroup, we obviously have its first member. 

The representatives, as we mentioned, are permanent Council members, and they have no bigger authority or higher position within the club. They are being chosen for a one year period, and that means that every year is an election year. We chose our first five permanent members at the Founding assembly in December 2014.
